It is transcendent, rooted in the divine standard of a holy God, exemplified in the commands, “be holy as I am holy” (Leviticus 11:44 - ESV), and ”be telios as your father in heaven is telios.” (Matthew 5:48 - ESV) It is also immanent, found within the indwelling Spirit of God in a follower of Christ.
